Amateur Radio Homeowner Association (HOA) Legislation – 2025

We have discussed relief for amateur radio operators living in Homeowner Associations (HOAs) and other land use restriction areas. The ARRL has worked to create and have filed a pair of bills, one in the United States House of Representatives and one in the United States Senate. As you remember from middle school civics class, the bill must pass both houses of Congress and then be signed by the President. Updated for 2025!

Press Release by Senator Wicker and Senator Blumenthal Announcing S. 459

Press Release by Representative Pfluger and Representative Courtney Announcing H.R. 1094

If passed, these bills will prohibit HOAs and other similar organizations from creating or enforcing limitations on amateur radio operators. Read the bills’ text to learn the allowable antennas and restrictions. These bills will allow hams to build and erect antennas capable of long-distance communication.
